Forum Digital Fairness and Consumer Protection

How do we shape digital fairness?

Digital fairness is the guiding principle: both as an aspiration and as a concrete legislative proposal at the EU consumer rights level, where the Digital Fairness Act is currently being planned. Our project, the Forum Digital Fairness and Consumer Protection, delves into this topic:

  • Where is the digital world specifically unfair, and what do we mean by digital fairness?

  • What tensions and power dynamics make digital fairness difficult to achieve?

  • And what are the most pressing challenges and solutions that consumer protection must address to be fit for the digital age and meet the needs of a diverse society?

Our approach goes beyond the legal framework of digital consumer protection to examine the interaction between individual consumer rights and broader societal questions, which require systemic and forward-looking solutions. The goal of the project is to uncover the causes of power imbalances, define the prerequisites for digital fairness, and develop concrete recommendations for the consumer protection of the future. Until 2026, we are therefore exploring the question of how we can use power-critical and feminist perspectives to shape consumer protection in a fair and future-proof way.

The Target Audience

The forum is aimed at everyone who would like to approach consumer protection as a societal issue in the digital realm: consumer protection organizations and initiatives, as well as civil society initiatives that use digital platforms. We also invite engaged representatives from public administration and researchers working on consumer protection issues in the digital context. We invite you to contribute your experiences and expertise and collaboratively develop ideas for a human-centered, just digital transformation. Contact us if you are interested in advancing the debate on digital fairness.

Position Paper: Digital Fairness – Shaping consumer protection in a just and future-proof way

Our position paper highlights the challenges of digital consumer protection. It identifies power dynamics as drivers of inequality and emphasizes the importance of a structural, power-critical approach to understanding how consumer protection can be designed to be both just and future-proof. Moving beyond an individual rights perspective, it frames consumer protection as a societal responsibility. The paper outlines key areas for action to ensure genuine fairness for people in the digital realm. Read the whole paper here.

The Forum Digital Fairness and Consumer Protection is being funded through the Federl Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection based on a decision of the German Bundestag.
